***** Amendment 003 (17 November 2021): - Section L, L-6 "Receipt of Offers" text is hereby amended: (1) Replace the following sentence "Proposals shall be submitted no later than 4:00 pm Pacific Time on 11/18 2021" with "Proposals shall be submitted no later than 12:00 pm Pacific Time on Tuesday, 23 November 2021. (2) Replace the following sentence "This provision shall take precedence over any Offer Due/Submission time specified in the SAM.gov posting/announcement" with "The Offer Due/Submission time specified in the SAM.gov posting/announcement shall take precedence over the L-6 provision." ***** Amendment 002 (16 November 2021): -Uploaded and replaced model contract with a copy without the 'DRAFT' watermark. ***** Amendment 001 (5 November 2021): -Update Solicitation number from N66001-21-R-0049 to N66001-22-R-0021; -Removed duplicate 252.227-7027 clause; and -Added 252.227-7018 clause ***** The Naval Information Warfare Center (NIWC) Pacific is issuing Request for Proposal (RFP) No. N66001- 21-R-0094 for Analytical and Technical Support Services from undergraduate and graduate students at educational and nonprofit institutions. The majority of the work will be performed at NIWC Pacific located in San Diego, CA. This is a follow-on action to solicitation N66001-16-R-0020, which was competed among educational institutions and awarded to San Diego State University Foundation (N66001- 16-D-0020). It is anticipated that the procurement will result in the award of a single indefinite- delivery, indefinite- quantity (IDIQ) contract with a Time-and-Materials (T&M) pricing arrangement. The period of performance will include a three-year base ordering period and one (1) two-year option ordering period. Orders will be placed pursuant to the ordering processes of FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541715 Research and Development in the Physical, Engineering, and Life Sciences (Except Nanotechnology and Biotechnology) and the Small Business Size Standard is 1,000 employees. Security classification will be based upon the terms of the enclosed draft DD 254. This solicitation will only be available electronically via NAVWAR E-Commerce website at https://e- commerce.sscno.nmci.navy.mil/ under NIWC Pacific "Open Solicitations." Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information. Pursuant to 10 U.S.C 2304(c)(3) and implemented by FAR 6.302-3, competition will be restricted to educational institutions. NIWC Pacific contemplates the award of a single indefinite- delivery, indefinite-quantity (IDIQ) type contract with a Time-and-Materials (T&M) pricing arrangement over a three-year base ordering period and one (1) two-year option ordering period. The majority of the work will be performed at NIWC Pacific located in San Diego, CA.
