Notice of Intent to Award Sole Source to Ellison Weather Radar (EWR) This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to EWR (DUNS 966854804, CAGE Code 047B6) of 366 Leffingwell Ave, Ste 112, St. Louis, MO, 63122-6461. The requirement is to provide full Contractor Logistics Support (CLS) for sustainment activities to include: program management, logistics support, helpdesk support, OEM maintenance and recalibration, spares and repair management, Configuration Control Board (CCB) support, test activities, systems engineering, operational availability rate, materials, shipping, travel, and technical manual development for the Portable Doppler Radar (PDR) in support of PMW 120 Meteorological Mobile Facility (Replacement) Next Generation (METMF(R) NEXGEN) systems. EWR Radar Systems, Inc. is the only firm capable of meeting the Government's requirement for providing the CLS to support the PDR systems owned and utilized by the Government. EWR Radar Systems, Inc. is the only firm with the appropriate software rights needed to maintain and provide contractor logistics support for the PDR systems. The Government intends to negotiate solely with EWR under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a0(2)(iii)(A), with an application pursuant to FAR 6.302-1(b)(2), Only one responsible source and No other Supplies or Services will Satisfy Agency Requirement. The applicable NAICS Code is 811219 and the business size standard is $22.0 million. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a response to this announcement which may be considered by the Government. All responses received before this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
