This is an announcement/notice of intent to sole source. The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis to Abaco Systems Inc., 12090 South Memorial Parkway, Huntsville, AL 35803. This requirement is for the following: Item 0001 MFG: Abaco Systems Inc. P/N: QPCX-1552-1SAWQ05 Desc: Mil-STD-1553B PCI Interface Card QTY:12 Each The Government intends to negotiate solely with BNC Corp under the authority of 10 U.S.C. 2304(c)(1), the property or services needed by the agency are available form only one responsible source. The procedures in FAR Subpart 13.5 will be used in accordance with 41 U.S.C.1901 Abaco Systems is the only capable source to provide direct replacement of the QPCX-1552-1SAWQ05 Mil- STD-1553B PCI Interface Cards and are compatible in all aspects (form, fit, and function) with the existing LINK Host Simulator (LHS) software systems presently installed at NIWC Pacific. No other interface cards produced by any other manufacturers are compatible with the existing LHS software currently in use. The LHS software was designed, built and coded using the Abaco BusTools 6.44Q1 Application Program Interface (API) and this API is proprietary to Abaco Systems. Because of this proprietary configuration, the Abaco Systems QPCX-1552-1SAWQ05 PCI Interface Card is the only hardware option available that is compatible with the existing LHS software. APIs are manufacturer specific, meaning purchasing an interface card from a manufacturer other than Abaco Systems would require extensive modification to the existing CP application which would not meet cost and/or schedule requirements. This notice of intent is NOT a request for competitive quotes/proposals. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 334418 and the business size standard is 750 (number of employees). Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for quotes; however, any firm believing that they can fulfill the requirement may be considered by the agency.
