The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to University of Hawaii Systems (CAGE: 0W411) of 2425 Campus Rd Sinclair RM 1 Honolulu, HI 96822. This requirement is for the purchase of Radar Performance Monitoring (RPM) Feasibility Study services. The Contractor will perform an Analysis of Alternatives that will deliver a preferred Radar Performance Monitoring (RPM) system concept. The Government intends to negotiate solely with University of Hawaii Systems. under the authority of FAR 13.106-1(b), due to only one source being reasonably available to meet the Government's needs. FAR Part 13, Simplified Acquisition Procedures, applies. The applicable NAICS Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences and the size standard is 1,000 employees. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quote to be considered by the agency.
