This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to Signature Research Inc., DUNS 803724301, CAGE Code 0VSZ5, of 51946 Airport Park Rd., Calumet, MI., 49913, USA. The requirement is for design and development services for TrueView software. The Government intends to negotiate solely with Signature Research Inc. under the authority of FAR 13.106-1(b), Only one source capable of meeting the Government's requirement. FAR Part 13, Simplified Acquisition Procedures and FAR part 12 Acquisition of Commercial items, applies. The applicable NAICS Code is 541330 and the size standard is $41,500,000.00. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a quote, may be considered by the Government. Comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to Javier.b.soria@navy.mil by 28 April 2021, 12 PM Pacific Time (PT). All responses received by this date may be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. To respond to this announcement, you must be registered to the NIWC E-Commerce website at https://e-commerce.sscno.nmci.navy.mil and upload your inquiry under NIWC Pacific/Simplified Acquisitions/N66001-21-Q-6215.
