This is an announcement/notice of intent to sole source. The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a firm fixed price purchase order to American Institute in Taiwan (AIT), 1700 N. Moore St, Suite 1700, Arlington, VA 22209. AIT will provide in-country administrative support to the Special Inventory Manager (SIM) in order to perform duties in support of FMS Case TW-P-GPB for one (1) base year and a potential of one (1) option year. AIT will provide in-country (Taiwan) administrative support to include the following: Mandatory IDC support, Information Management support, General Services support, Financial Management support, and International Cooperative Administrative Support Services (ICASS) Distribution support. Services will also include access to AIT, SIPRNET, and a diplomatic pouch. AIT is a private, nonprofit corporation which performs citizen and consular services similar to diplomatic posts. The US Taiwan Relations Act, Public Law 96-8 Section 6, directs all US government transactions with Taiwan be conducted via AIT. Therefore, no other source is able to accomplish the above tasks. This notice of intent to sole source is NOT a request for competitive quotes/proposals. The order will be awarded in accordance with FAR Part 13, Simplified Acquisition Procedures. No hard copy Request for Quote (RFQ) will be prepared or made available for distribution. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the Government. Authority for other than full and open competition is in accordance with 10 U.S.C. 2304 (c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
