***RFP Amendment 0001 Released 03/02/2020*** N66001-20-R-0336 RFP Amendment 0001 is released to provide answers to Q&A and make clarifications to the subject RFP, Attachment 4 - Key Personnel and Non-Key Personnel Desired Personnel Qualifications Rev1, RFP Attachment 8 - Cost Matrix Rev1, and replace RFP Attachment 9 - SCA Wage Determination with RFP Attachment 9 - SCA Wage Determination (2015-5636 Rev 12 dtd 12-23-2019). The proposal submission deadline is extended to 12 March 2020. *** 7 February 2020: Solicitation N66001-20-R-0336 has been issued*** The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific intends to issue solicitation No. N66001-20-R-0336 (formerly N66001-18-R-0336) to provide support for many complex, multi-use avionics, guidance, tracking, electronic systems and equipment. The four (4) primary activities: Tactical Air Navigation (TACAN), Air Traffic Control and Landing Systems (ATCALS), Air Command Control, and Joint Tactical Systems(JTS), provide technical and engineering expertise on electronic equipment/systems. Such systems include radar displays, imagery systems, transmitters/receivers, data processing/fusion, communication, and ancillary navigational/radar equipment. These systems are used in support of air, land, and sea operations This is a follow-on requirement to an existing single award contract that was competed as a total small business set-aside and awarded to Trandes Corporation under contract N66001-15-D-0146. The ordering period of the existing contract ends on 22 July 2020. This is a total small business set-aside competition, anticipated to result in a single award contract (SAC). NIWC Pacific intends to issue a solicitation (RFP N66001-18-R-0336) for a single award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) CLINs for Services, Cost Reimbursement Contract Line Item Numbers (CLINs) for Other Direct Cost (ODC) inclusive of travel. The prospective contract will have a two-year base period with three, 12-month option periods. This proposed contract has security requirements at the Secret level. The estimated level of effort for the total requirement is 700,892 hours. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services with a size standard of $41.5 million. A Bidders Mailing List will not be established and hard copies of documents will not be provided. The solicitation will only be available electronically on the Naval Information Warfare Systems Command E-Commerce Web Page at https://e- commerce.sscno.nmci.navy.mil under NIWC Pacific - Open Solicitations. Any amendments, when issued, will also be available only on this web site.
