The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby issues Request for Proposal (RFP) No. N66001-20-R-0014 to procure academic research resources from accredited Universities. The purpose of this RFP is to allow NIWC Pacific to access academic expertise and insight not typically available to the Government through standard contracting vehicles. The expertise sought is in a variety of subject matter areas. Only proposals from Academic institutions properly accredited in accordance with the instructions provided in the solicitation will be considered for award; all other submissions from industry will be disregarded. Please see attached for solicitation, attachments to the solicitation, and all other information relevant for the purposes of creating proposals responsive to this RFQ. The proposed requirement is solicited under a fully executed J&A under FAR 6.302-3, with multiple awards anticipated. The NIWC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision on 22 January 2020. NIWC Pacific intends on awarding multiple C-type contracts with a single two-year base period of performance and a single three-year option period. Any option is to be exercised in at the sole discretion of the Government and in accordance with the Government's then existing need. This contract will utilize a Cost (COST) pricing arrangement for services and other direct costs. Deliverable hardware,prototypes and DATA are to be incorporated as not seperately priced (NSP) line items. The NAICS code for this procurement is 541715 with a size standard of 1,000 employees.
