This is an announcement/notice to intent to sole source. The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a firm fixed price purchase order to L&H Enterprises, 2111 Montgomery Ave, Cardiff by the Sea, CA 92007. L&H Enterprises will provide seven (7) L&H Enterprises Industrial High Speed Rackmount Computer Systems with TPM 2.0 module, CAC keyboard and mouse. L&H Enterprise computers are currently being used in fielded systems and changing hardware would require the government to support multiple baselines within the same generation. A change in hardware would affect management, cost, and schedule. Current fielded systems in use and new must be compatible in all aspects (form, fit, and function), therefore, no other source is able to accomplish the above tasks. This notice of intent to sole source is NOT a request for competitive quotes/proposals. The order will be awarded in accordance with FAR Part 13, Simplified Acquisition Procedures. No hard copy Request for Quote (RFQ) will be prepared or made available for distribution. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the Government. Authority for other than full and open competition is in accordance with 10 U.S.C. 2304 (c)(1) and FAR 13.106-1(b), only one response/capable source and no other supplies or services will satisfy agency requirements. This is not an RFQ, but any firm believing it has the capability to perform these services will be considered by the Navy. Capability statements may be submitted to christine.beltramo1@navy.mil. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of the services provided.
