The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Stetson Engineers, Inc. The requirement is for the purchase of the following: ITEM 0001: Environmental Monitoring Supplier: Stetson Engineers, Inc. QTY: 1 Lot Performer to conduct specific tasking to support NIWC PAC staff in executing the work defined under the Santa Margarita River Estuary and Watershed Monitoring and Assessment Program Work plan and Quality Assurance Project Plan (QAPP) and includes: (1) collection and analysis of samples associated with both river water and resurfacing ground water requirements; (2) collection and analysis of sediments for benthic community analysis; (3) analysis of both water and sediment samples from the Santa Margarita Estuary; (4) data entry support; and (5) support for meeting interim and annual report requirements. Data entry/analysis and reporting support includes use of historic database and models owned by and developed by Stetson Engineers. Independent market research conducted for alternate sources has determined that no companies other than Stetson Engineering are able to meet the requirements under the Santa Margarita River Watershed settlements. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.
