Clarification: The drawings are marked for Distibution "D" which means, your business must be a certified DoD contractor and your business must be active and certified in JCP (https://www.dla.mil/HQ/LogisticsOperations/Services/FIC/) in order to gain access to the drawings for this requirement. Questions and Answers: 1. Question: Is a particular type of equipment that you are seeking cables for or if there are multiple types of units and multiple types of cables requested? Is there a SID# (System ID number)? Answer: These cables are for one system. There is not SID# 2. Question: There are part numbers listed on the drawings that are specifically Glenair commercial equivalent part numbers for MIL-PRF-64266 NGCON connectors, termini and . These parts are available from other suppliers that conforms to the NGCON Spec. Is it acceptable to provide a quote with alternate suppliers NGCON compliant parts substituted for the the Glenair commercial part numbers listed on the drawings? Glenair commercial equivalent part numbers for MIL-PRF-64266 NGCON spec parts are listed on Drawings #: 1. 0301569 2. 0301571 3. 0301573 For example, Glenair commercial equivalent parts ? MIL-PRF parts 1. 180-118ZN06-11-2KSI corresponds to MIL-PRF-64266/2 plug with 2 Mil-Prf-29504 termini 2. 180-118ZN08-11-2KPI corresponds to MIL-PRF-64266/3 plug with 2 Mil-Prf-29504 termini Answer: Since NGCON is not QPL, interoperability is not qualified, so there's no certification that a combination of parts from other vendors will meet the milspec. The Glenair specificity for NGCON components is to address this risk. The quote for the NGCON parts should be from the Glenair commercial part numbers listed on the drawings. _______________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. DESCRIPTION OF REQUIREMENTS The Government is seeking to acquire to purchase eight (8) MIL-SPEC and Commercial grade fiber optic cables for the Broadband Antenna Array with Fiber optic links (BrAAF) project. To be considered acceptable and eligible for award, quotes must provide all of the items and quantities listed below. The Government will not consider quotes or offers for partial items or quantities. Sustainable Acquisitions Information and Certification: The contractor shall comply with all sustainable acquisition policies in an effort to minimize the Government's environmental impact and deliver community benefits through better selection and improved usage of products and services. EVALUATION FACTORS FOR AWARD: Basis for Award: The Government intends to award a contract to the responsive, responsible vendor, whose quote conforming to the RFQ is most advantageous to the Government, price and other factors considered. Technical, price and past performance factors will be used to evaluate quotes. The vendor must be registered in the System for Award Management (SAM). The Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds. Factor I – Technical: The Government will evaluate the quote to see if the following specification requirements are met to include all information required for a complete quote as defined in paragraph 2 above: The item(s) (including part numbers) along with the salient physical, functional, and performance characteristics that the product must meet are specified in Attachment Government Minimum Specifications and Fiber Optic Drawings. Offerors shall provide a quote that identifies items. Additionally, offerors shall specify delivery time frames in their quote that meet or exceed the required delivery date specified above. When proposing an item(s), the product(s) must meet the salient physical, functional, and performance characteristic specified in Attachments: Government Minimum Specifications and Fiber Optic Drawings. .
