This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to award a firm-fixed-price purchase order on a noncompetitive basis to Risk Intelligence Systems (Cage: R5867). The requirement is for the purchase of the following: ITEM: 0001 NAME: Maritime Risk and Port Risk 12-month subscription CHARACTERISTICS: 24/7 Security and Piracy Alert Updates Country and Area Responsibility Threat Assessments Port Data including International Ship and Port Facility Security level, risk and threat assessment, associated photos and maps QTY: 12 months ITEM: 0001 NAME: Maritime Risk and Port Risk 12-month subscription CHARACTERISTICS: 24/7 Security and Piracy Alert Updates Country and Area Responsibility Threat Assessments Port Data including International Ship and Port Facility Security level, risk and threat assessment, associated photos and maps QTY: 12 months ITEM: 0002 NAME: API Integration and License CHARACTERISTICS: Maritime Risk and Port Risk Subscription availability through an Application Programming Interface (API) QTY: 12 months The Government intends to negotiate solely with Risk Intelligence under the authority of FAR 13.106-1(b), Only Capable Source. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply. The applicable NAICS Code is 334418 and the size standard is 750. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice of intent is not a request for quote; however, any responsible source that believes that it can fulfill the requirement and is authorized by the manufacturer to sell the quoted product may submit a quote which shall be considered by the agency. Comments, questions, or concerns regarding this notice may be submitted via email ONLY to May Millete at may.millete@navy.mil by Friday, September 4, 2020. All responses received before said date will be considered by the Government for purposes of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely at the discretion of the Government. To respond to this announcement, you must be registered to the NIWC E-Commerce website at https://e-commerce.sscno.nmci.navy.mil and upload your inquiry under NIWC Pacific/Simplified Acquisitions/N66001-20-Q-6791. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov. Complete SAM registration means a registered DUNS and CAGE Code numbers.
