Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to University of Washington (UW) under the authority of FAR 13.106-1(b) due to only one source being reasonably available to meet the Government's needs. The requirement is for (1) Research related to NIWC Pacific Topology Optimization for Maritime Operations (TOMO) project: technology exploration, ASW mission system network architectures, and initial optimization/simulation model development to develop new and effective ASW mission systems architectures and strategies in communication contested Distributed Maritime Operations (DMO) environment. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This is not a request for proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine technical merit. This requirement is time sensitive, therefore responses must be submitted in writing via email no later than 12pm PST, on 21 May 2020. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
