The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a (Commercial), Firm-Fixed-Price purchase order on a noncompetitive basis with PSA Inc under GSA contract GS-35F-0473S. The requirement is for the purchase of the following: ** See attached Notice of Intent to Sole Source CMPRO is an enterprise class Configuration Management (CM) and Product Lifecycle Management (PLM) software application. CMPRO automates the process of managing product data, engineering data, inventory, and configuration data in a centralized integrated data environment. CMPRO is COTS software produced by PSA Inc. headquartered in Panama City, FL. CMPRO has numerous out-of-the-box modules that meet the requirements of the Organizational Set of Standard Processes (OSSP) CM as well as provides an architecture that allows for customization around its core capabilities for CM/PLM. NIWC Pacific will procure CMPRO software product maintenance and software product support for both the Classified and Unclassified CMPRO systems in the ROC; on-site support to assist with database and installation set-up; travel costs for two (2) trips associated with the on-site implementation support; 3.5 Full-Time Equivalent (FTE) on-site support personnel to assist projects with implementing CMPRO and optional CMPRO enhancements for data collection forms and reports in accordance with the NIWC Pacific CM process as required in the Command Organizational Set of Standard Processes (OSSP) for Configuration and Data Management (DM). PSA, Inc. is the only vendor capable of providing the required subject matter experts (SMEs) who have the peculiar knowledge of configuration and specification of CMPRO required to implement the NIWC Pacific CM Guidebook for NIWC Pacific projects. CMPRO functions as the organic Integrated Development Environment (IDE) for these processes enabling the proper execution of CM tasks including the management of configuration items, documents, drawing, parts and the processing of changes. The on- site support which will be provided by PSA Inc. is the only staff that will have access to the proprietary information of CMPRO needed to provide the support. Direct access to the CMPRO propriety information greatly reduces the effort and time required to implement CM on projects Based on the approved Limited Sources Justification under Federal Supply Schedules (GSA Orders) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 541511 and the business size standard is $27.5 Million.
