Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a firm fixed price purchase order on a sole source basis to Johns Hopkins University under the authority of FAR 13.106-1(b) due to only one source being reasonably available to meet the Government's needs. The requirement is for (1) Lot of Engineering Services related to NIWC Pacific Underwater Infrasound Detection (UID) project: testing, gathering data and performing data analysis tied to models specifically developed by JHU. This is not a request for proposals. Any interested party that believes it is capable of meeting the requirement described herein may submit a capability statement. All capability statements received will be evaluated to determine technical merit. This requirement is time sensitive, therefore responses must be submitted in writing via email no later than 11am, PST on 6 March 2020. Telephone responses and request will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government. Acquisition of Commercial Items under FAR Part 12 and Simplified Acquisitions Procedures under FAR Part 13 apply. The applicable NAICS Code is 541330 and the size standard is $16.5 million.
