The U.S. Navy's NIWC Atlantic seeks to prototype an enduring OCONUS software development capability to support EUCOM and AFRICOM. The goal is to enhance agility and dedicated presence outside the continental U.S. to meet dynamic, time-sensitive operational needs. The work requires a flexible framework for rapidly prototyping, developing, deploying, and sustaining software solutions using the SAFe methodology. Performance of services is specified for OCONUS locations in support of commands in Africa and Europe, with a specific mention of U.S. Naval Support Activity Naples.
