The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to Computer Conversions Corporation for the acquisition of eight (10) Digital-to-synchro converters. Manufacturer is Computer Conversions Corporation, 6 Dunton Court, East Northport, NY 11731. Part number is DSP60-H-2ER. Description: CONVERTERS, DIGITAL TO SYNCHRO. The Government intends to negotiate solely with Computer Conversions Corporation under the authority of FAR Part 13.106-1(b). There is a lack of competition due to the constraints placed on design of the L3/Henschel Indicator Drive Unit (IDU) for which the government intends to use this converter to repair. Part number DSP60-H-2ER is the only available digital-to-synchro converter that will be able to connect with this IDU and there for is the only part number that will work. The NAICS Code is (334515) and the Small Business Size Standard is (750). The contracting officer will verify the quoter is an authorized reseller or distributor. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by Friday, July 14, 2023. All responses received by Thursday, July 13, 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
