The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to Trusted Systems, for the acquisition of eight (8) IPS Container information processing Systems. Manufacturer is Trusted Systems, 2920 Dede Road, Suite A, Finksburg, MD 21048. Part number: TSM131V30-SC. Description: IPS Container information processing System 13in H x 15in W x 30in D. The Government intends to negotiate solely with Trusted Systems under the authority of FAR Part 13.106-1(b). There is a lack of competition due to the restrictions in place on approved security containers under the DOD Lock program. Since the Government must utilize the standards in place under General Services Administration authorized federal specification AA-C-2786A, only one approved manufacture will be able to produce the required IPS Container. The NAICS Code is (541519) and the Small Business Size Standard is ($30,000,000.00). This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by Tuesday, June 06, 2023. All responses received by Tuesday, June 06, 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
