The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to L3Harris Technologies, Inc. to furnish upgraded equipment on their proprietary equipment and OEM system. The Government intends to negotiate solely with L3Harris Technologies, Inc. (SAM UIED: SLVERBJAVNS4, CAGE: 1PNR4, Large Business) under the authority of FAR 13.106-1(b). Due to proprietary rights, L3Harris, the OEM of the current system, is the only provider that manufactures and develops the system equipment. In addition, due to OEM proprietary rights of this system requiring upgraded equipment, any vendor substitutes would result in the inability to properly support the system and would have significant engineering impacts to the government. In order to ensure continuity and logistics supportability throughout the fleet, support is required from L3Harris Technologies. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation.
