Naval Information Warfare Center (NIWC) Atlantic intends to award a Firm-Fixed-Price purchase order on a noncompetitive basis to 3dB Labs, Inc. 9050 Centre Pointe Dr, Suite 340, West Chester OH 45069 for a 10-day onsite SCEPTRE training for the SCEPTRE Monarch System to maintain and ensure consistent knowledge base of currently fielded systems. 3dB Labs provides overall operator instruction for the SCEPTRE Monarch System and maintains proprietary rights of the system and information. The authority for solicitation from a single source is FAR 13.106-1(b)(1)(i). The Government anticipates the award of a Firm-Fixed-Price purchase order. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre- solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 24 February 2025. All responses received by 24 February 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
