The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price (FFP) purchase order on a noncompetitive basis to Spire Global, Inc. to procure a requirement for Spire Satellite AIS & Terrestrial ADS-B data to cover up to 25 Data Users. The Government intends to negotiate solely with Spire Global, Inc. under the authority of FAR 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 517810 and the Size Standard is $40 (millions of dollars). This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre- solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 10 January 2025. All responses received by 10 January 2025 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov.
