The Naval Information Warfare Center (NIWC) Atlantic's intends to award a Firm-Fixed- Price purchase order on a noncompetitive basis to Hose-McCann Telephone Co, Inc. (Cage 73274) for technical and engineering support services of the Integrated Voice Communications System (IVCS) In-Service Engineering Agency (ISEA). The Government intends to negotiate solely with Hose-McCann under the authority of FAR 13.106-1(b). Hose-McCann Communications is the Original Equipment Manufacturer (OEM) of the (LCS) Integrated Voice Communications System (IVCS) system equipment installed. As such, only they have the system expertise to complete this repair effort. In addition, only Hose-McCann Communications is qualified to conduct the on-board repairs due to propriety information. If the contract is not awarded to Hose-McCann Communications, the repair effort will not be able to be completed and the Ship will deploy without vital communications. The NAICS Code is 541330 and the Small Business Size Standard is $25,500.00. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by August 15, 2024. All responses received by August 15, 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
