The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to ECI Defense Group for the acquisition of four (4) Motor Units. The Government intends to negotiate solely with ECI Defense Group under the authority of FAR Part 13.106-1(b). There is a lack of competition due to the constraints placed on components that the Government uses in the sustainment from the original design. Since the Government is sustaining systems 40+ years old, the availability of parts can be scarce, especially specialty components being procured. The NAICS Code is (336999) and the Small Business Size Standard is (750). The contracting officer will verify the quoter is an authorized reseller or distributor. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by Friday, August 30, 2024. All responses received by Thursday, August 29, 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
