The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a non-competitive basis to QTEC Solutions, Inc. for the acquisition of one (1) Q-STAR Obsol Mgmt licence. Manufacturer is QTEC Solutions, Inc., 4660 La Jolla Village DR STE 100 #3065, San Diego, California, 92122. Part number is Q-STAR. Description: Q-STAR OBSOL MGMT (1 YR from Date of Award). The Government intends to negotiate solely with Q-STAR under the authority of FAR Part 13.106-1(b). There is a lack of competition due to the fact that no other solution can be implemented for the continuity of the system already in use. Due to the restrictive rights of the software solution being procured there is no other feasible solution to the Government's needs. The NAICS Code is (541519) and the Small Business Size Standard is (150). This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by Friday, August 9, 2023. All responses received by Friday, August 9, 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
