The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price (FFP) purchase order on a noncompetitive basis to Windward US, Inc. to procure a requirement for WWIS data package. The Government intends to negotiate solely with Windward US, Inc. under the authority of FAR 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 541511 and the Size Standard is $34 (millions of dollars). This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre- solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 02 August 2024. All responses received by 02 August 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov.
