The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Digital Receiver Technology for the repair of parts manufactured by Digital Receiver Technology. The Government intends to negotiate solely with Digital Receiver Technology under the authority of FAR 13.106-1(b). In order to ensure that the parts are returned to their factory operation, only the Original Equipment Manufacturer (OEM), Digital Receiver Technology can repair the units to their original condition. Digital Receiver Technology currently possesses the proprietary rights for the listed equipment. The NAICS Code is 423690 and the Small Business Size Standard is 250. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (https://e-commerce.dc3n.navy.mil/lgn) by 31 July 2024. Questions concerning this notice should be directed to Tyler Rio at tyler.r.rio.civ@us.navy.mil. All responses received by 30 July 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
