The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Enterprise Management Solutions (EMS, LLC) for Prephix Annual Subscription Renewal - User Subscription, License for Prephix Updates and New Features, part number: 2011-5000-SC, performance period of 08/1/2024-07/30/2025, Quantity of 30 each and One Year Prephix Help Desk (Phone and Email). Support includes up to 40 hours of customer support for Prephix, part number: PRPHX-SUP, performance period of 08/1/2024-07/30/2025, quantity of 1 each. The Government intends to negotiate solely with EMS, LLC under the authority of FAR 13.106-1(b). The only supplier of the items above is EMS, LLC. Extensive market research of available products that meet the stringent requirements for compatibility with the existing Joint Automated Deep Operations Coordination System (JADOCS) was conducted with the subject product meeting these requirements. The NAICS Code is 541519 and the Small Business Size Standard is Small Business Set-Aside. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre- solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 19 July 2024. All responses received by 19 July 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
