The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to L3Harris for the repair of equipment in use by the Egyptian Navy for radio communications during military operations. The Government intends to negotiate solely with L3Harris under the authority of FAR 13.106-1(b). L3Harris is the Original Equipment Manufacturer of this equipment and has the exclusive data rights. No other company has the requisite knowledge or data rights to provide the required repairs to the equipment. The NAICS Code is 334290 and the Size Standard is 800. L3Harris is not a small business. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre- solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by June 28, 2024 at 3pm Eastern Standard Time (EST). Questions concerning this notice should be directed to Jessica Glisson at jessica.k.glisson.civ@us.navy.mil. All responses received by June 28, 2024 at 3pm EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
