The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Viasat, Inc. for the services of a three (3) day training course on the RT-1829 in the attached draft Performance Work Statement (PWS). The Government intends to negotiate solely with Viasat, Inc. under the authority of FAR 13.106-1(b). Viasat, Inc. is the original equipment manufacturer (OEM). The NAICS Code is 541330 and the Small Business Size Standard is $16.5M. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at https://e-commerce.dc3n.navy.mil by 22 January 2024. Questions concerning this notice should be directed to Rozella Johnson at rozella.n.johnson.civ@us.navy.mil. All responses received by 22 January 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
