The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Analex Corporation to provide P/N SUP-EMBD Annual Support Embedded Solution - v7 for base year plus one option year. The Government intends to negotiate solely with Analex Corporation under the authority of FAR 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 541519 and the large Business Size Standard is 34,000,000. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 12:00 PM EST, 13 February 2024. Questions concerning this notice should be directed to Michelle Pierce at michelle.a.pierce15.civ@us.navy.mil. All responses received by 12:00 PM EST, 1 February 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
