The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Xilinx for Zynq UltraScale+ RFSoC ZCU208 Evaluation Kit and Zynq UltraScale+ RFSoC ZCU106 Evaluation Kit. The Government intends to negotiate solely with Xilinx authorized distributors/resellers under the authority of FAR 13.106-1(b). The authorized distributors/resellers maintain proprietary rights to provide the authorized items above. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 1:00PM EST, 9 February 2024. Questions concerning this notice should be directed to Catherine Denaux at catherine.g.denaux.civ@us.navy.mil. All responses received by 1:00PM EST, 9 February 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
