The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Ohio Ordnance Works for MK-19 Mod 3, Non-gun. The Government intends to negotiate solely with Ohio Ordnance Works under the authority of FAR 13.106-1(b). No other comparable simulation weapon is non-functional and available in order to fulfill testing and prototyping requirements. The NAICS Code is 332994 and the Small Business Size Standard is 1000. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 23 January 2024. Questions concerning this notice should be directed to Eleanor Phillips, eleanor.o.phillips.civ@us.navy.mil. All responses received by 23 January 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
