The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Atomic Rules to provide AR-UOE-64B-MP Renewal, user datagram protocol (UDP) offload engine (UOE) multi-project. The Government intends to negotiate solely with Atomic Rules, under the authority of FAR 13.106-1(b). Atomic Rules maintains proprietary rights to provide the required AR-UOE-64B-MP Renewal. The NAICS Code is 541519 and the Small Business Size Standard is $34,000,000. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR ECommerce Central (navy.mil) by 12:00 PM EST, 5 January 2024. Questions concerning this notice should be directed to Tinta Selmi at mutinta.selmi.civ@us.navy.mil. All responses received by 12:00 PM EST, 5 January 2024 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
