The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to MICROWAVE SPECIALTY COMPANY for Omni, Lin 16, Up-look. The Government intends to negotiate solely with MICROWAVE SPECIALTY COMPANY under the authority of FAR 13.106-1(b). MICROWAVE SPECIALTY COMPANY is the original equipment manufacturer (OEM) and has exclusive data rights. The Government intends to award a firm-fixed price contract for the following items: 1. MICROWAVE SPECIALTY COMPANY, P/N: 40-00262, Omni, Link 16, Up-look, QTY: 2 EA The NAICS Code is 541519 and the Small Business Size Standard is $30M. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via 14 December 2023 at 3:00PM EST. Questions concerning this notice should be directed to Rozella Johnson at rozella.n.johnson.civ@us.navy.mil. All responses received by 14 December 2023 at 3:00PM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
