The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a competitive basis for Xilina provide EK-U1- ZCU102-G/ Zync Ultrascale+ MPSoC Evaluation Kit, EF- VIVADO-ENTER-NL/ Development Software Vivado ML Enterprise Edition, Node Locked License, EF-VIVADO-ENTER-FL/ Development Software Vivado ML Enterprise Edition, Floating License. The Government intends to negotiate solely with the authorized distributors/resellers under the authority of FAR 13.106-1(b). The authorized distributors/resellers maintain proprietary rights to provide the required items above. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the presolicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 12:00 PM EST, 15 August 2023. Questions concerning this notice should be directed to Michelle Pierce at michelle.a.pierce15.civ@us.navy.mil. All responses received by 12:00 PM EST, 15 August 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
