The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to SKYLLA ENGINEERING LTD for continuation of work on Task Order N6523618F3041 at the contractor's facility. The Government intends to negotiate solely with SKYLLA ENGINEERING LTD under the authority of FAR 13.106-1(b). This is continuation of work on existing contract and is to avoid a critical gap in support. The NAICS Code is 541330 and the Small Business Size Standard is $25,500,000. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 09 August 2023, 1500 hours EST. All responses received by 09 August 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
