The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to CURTISS-WRIGHT CONTROLS ELECTRONICS SYSTEMS, INC for data transport system and removable memory. The Government intends to negotiate solely with CURTISS-WRIGHT CONTROLS ELECTRONICS SYSTEMS, INC under the authority of FAR 13.106-1(b). CURTISS-WRIGHT ELECTRONICS SYSTEMS, INC is the original equipment manufacturer (OEM) and has exclusive data rights. The Government intends to award a firm-fixed price contract for the following items: 1. CURTISS-WRIGHT-CONTROLS ELECTRONICS SYSTEMS, INC, P/N: VS-DTS1SL-101, DATA TRANSPORT SYSTEM (DTS1) - TWO GIGABIT ETHERNET PORTS, ONE RS232 CONTROL PORT, SATA-TO-SATA HARDWARE ENCRYPTION, DZUS MOUNTING FLANGE INCLUDED, 28VDC, 1 SLOT FOR REMOVABLE MEMORY CARTRIDGE (RMC), 4 EA 2. CURTISS-WRIGHT-CONTROLS ELECTRONICS SYSTEMS, INC, P/N: VS-RMC2048M-00, REMOVABLE MEMORY CARTRIDGE 2TB (1.9TB USABLE AFTER OVER-PROVISIONING), 4 EA The NAICS Code is 334111 and the Small Business Size Standard is 1,250 people. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 19 July 2023 at 3:00PM EST. Questions concerning this notice should be directed to Rozella Johnson at rozella.n.johnson.civ@us.navy.mil. All responses received by 19 June 2023 at 3:00PM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
