The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price (FFP) purchase order on a noncompetitive basis to VT Milcom to procure Compact Low Frequency Active (CLFA) sonar projector shipping containers. The Government intends to negotiate solely with VT Milcom under the authority of FAR 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 332439 and the Small Business Size Standard is 600 (number of employees). This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 14 July 2023. All responses received by 14 July 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov.
