The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to MOUNTAIN SECURE SYSTEMS for EADR BAY FOR ACOUSTIC DRIVE and ACOUSTIC DRIVE. The Government intends to negotiate solely with MOUNTAIN SECURE SYSTEMS under the authority of FAR 13.106-1(b). Mountain Secure Systems is the original equipment manufacturer (OEM) of the EADR acoustic drive and they are the only company able to provide this equipment. The NAICS Code is 334112 and the Small Business Size Standard is 1,250 people. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by 28 April 2023 at 11:00AM EST. Questions concerning this notice should be directed to Rozella Johnson at rozella.n.johnson.civ@us.navy.mil. All responses received by 28 April 2023 at 11:00AM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
