Naval Information Warfare Systems Command, Naval Information Warfare Center (NIWC) Atlantic and Naval Information Warfare Center Pacific plans to host an Information Warfare Research Project (IWRP) Consortium Virtual Industry Day on Wednesday, 15 December 2021 from 1000 to 1730 EST. The event will be kicked off by Mr. Kevin Charlow, Deputy Executive Director for NIWC Atlantic and will include briefings from Mr. Bradley Goodrich, NavalX Deputy Director, the IWRP program manager and consortium management firm, technical briefs, and one-on-one break-out teleconferences. Technical briefs presented during the IWRP Consortium Virtual Industry Day will include a variety of information warfare research technology focus area topics. It is anticipated that the topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not a RPP, but for planning purposes only. A project will not be awarded from this announcement. In order to obtain more information regarding the projects below, you must be a member of the IWRP Consortium. The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of government intent. The government anticipates four (4) RPPs for white papers, enhanced white papers or full proposals to be solicited via N65236-18-9-0001 and N65236-22-9-0001. RPP topics will include a technical brief and one-on-one break-out teleconferences. The RPP topics consist of the following: 1) 22-LANT-0224 Radio Prototype: The government is seeking the opportunity to discuss designing and building three prototype RF distribution units as an RF interface for an 11 Slot Snapshot 3 aligned VPX chassis (HTLv-C3-11) and Omni/DF Receive antenna and transmit amplifier solutions. 2) 22-LANT-1013 Air Variant: The government is seeking the opportunity to discuss a prototype software defined radio that will enable cleaner signal. 3) 22-LANT-1014 Digital Program Objective Memorandum (POM): The government is seeking a prototype to digitize the POM decision making process. The prototype will demonstrate the ability to manage operational, investment and other enterprise risk adjusted outcomes. The vision is an integrated and automated decision management system that uses accurate, relevant and timely evidence in real time to support resource decisions. 4) 22-PAC-1015 Digital HF Mesh (DHFM) Airborne System: The government is seeking a prototype for a DHFM Airborne System that provides an airborne qualified high frequency radio with SWAP consistent to AN/ARC-190 legacy radios (airborne) fitted into a multi-platform wing mounted pod. The government will be presenting three (3) Pre-Solicitation Collaborations (PSC), which will include a short brief and one-on-one break-out teleconferences. The PSC topics consist of the following: 1) Joint All-Domain Command Forward (JADC-FWD): The government is seeking the opportunity to discuss the JADC-FWD capability which will be a mobile, survivable, agile Command and Control (C2) capability to support a forward deployed Joint C2 element such as an All Domain Operations Capability (ADOC) or a Joint Task Force Forward (JTF-FWD). The JADC-FWD will provide comms, ISR and C2 for kinetic and non-kinetic fires in an adversary Anti-Access/Area Denial (A2AD) environment. 2) Zero Trust (ZT) Secure Access Service Edge (SASE) with Software Defined WAN (SD-WAN): The government is interested in key Zero Trust concepts within the SASE security framework. Specifically in design, development, and demonstration of the operational utility of SASE, Customer Edge Security Stacks at the Customer Edge Point of Presence (PoP), along with scalable Application Security Stacks deployed in front of one or more application workloads. Integration of Software Defined (SD) Wide Area Networking (WAN) is also desired. 3) Military Sealift Command (MSC) Network Operation Center (NOC) in the Cloud: The government is interested in exploring migrating the following services to the cloud; Internet Access, Email, Telephony, Naval Messages, Domain Name System (DNS), Internet Protocol (IP) Transport, and Computer Network Defense (CND) services. MSC operates two NOC providing vital communication services to our fleet of 120 ships operating globally. Solution would need to include; support for Impact Level (IL) 5 and IL6, fully redundant instances located in geographically appropriate availability zones, single pane management access, Dedicated Internet Gateways and Virtual Private Cloud environments and support for up to 120 virtual servers.
