Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to The Open Group, L.L.C., 800 District Ave, STE 150, Burlington, Massachusetts 01803-5060, in order to gain membership into their Sensor Open Source Architecture (SOSA) Consortium, which is organized to develop sensor standards across DoD platforms/systems. The Open Group, LLC is the managing agency of the sole SOSA Consortium in existence. The authority for soliciting from a single source is FAR 13.106-1(b)(1)(i). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
