The Naval Information Warfare Center (NIWC) Atlantic has a requirement for the Tactical Cross Domain Solution configuration and Site Base Security Assessment (SBSA) testing support services. The solicitation is a sole source requirement to General Dynamics Missions Systems (GDMS). The Government intends to award a firm-fixed price contract to GDMS for this requirement. This is a notice of intent and is not a request for competitive quotes. Quoters are solely responsible for all expenses associated with responding to this notice. The Government will not pay for information received in response to this notice. Responses are due to Jessica Meddick, Contract Specialist, NIWC Atlantic by 12:00PM, Eastern Standard Time, 20 September 2022. The Government will not pay for any information received. Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to General Dynamics Missions Systems (GDMS), 8201 E McDowell Rd, Scottsdale, Arizona 85257-3812, for software model development and testing services. This support encompasses documentation and support for certification of new or modified Tactical Cross Domain Solution (TACDS) hardware, firmware, software, and/or rule sets including one filter component. The contractor shall provide commercial engineering and programmatic support to the customer for application of the TACDS® product into the Joint Threat Warning System (JTWS) Program of Record (PoR). Support activities include: requirements analysis, TACDS® configuration (rule) file development, integration and testing, and certification and accreditation of GDMS TACDS products into the JTWS system. *Adding Q&A document* The authority for soliciting from a single source is FAR 13.106-1(b)(1)(i). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
