**02 March 2022 - Pre-solicitation Notice of Intent Naval Information Warfare Center (NIWC) Atlantic, Charleston, SC intends to award an indefinite delivery, indefinite quantity (IDIQ) contract on a s... **02 March 2022 - Pre-solicitation Notice of Intent Naval Information Warfare Center (NIWC) Atlantic, Charleston, SC intends to award an indefinite delivery, indefinite quantity (IDIQ) contract on a sole source basis to Cornet Technology, Inc., 6800 Versar Center, Suite 216, Springfield, VA 22151. The requirement includes Cornet Technology, Inc.'s proprietary Tactical Voice Conferencing Switch (TVCS) hardware, IPGate hardware, IntelView software, and related engineering, technical, and product support services. Cornet Technology, Inc. is the only source capable of furnishing the required hardware, software and related support services, as they own all associated intellectual property rights, and they exclusively provide all manufacture and product support for the TVCS hardware, IPGate hardware and IntelView software. The estimated value of this contract is between $15,000,000 and $25,000,0000. The authority for soliciting other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334220, with an applicable size standard of 1,250 employees. This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within seven (7) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
