Naval Information Warfare Center (NIWC) Atlantic intends to award to the manufacturer Oxley, Inc., 31 Business Park Dr Ste 2, Branford, CT, 06405-2977 to procure OX39703- 5B-DIM FLAT LIGHT, DC, H.B. BLUE B/O, DIMMABLE, 2' CORD WITH FLYING LEADS. The authority for soliciting from a single source is FAR 13.106-1(b)(1)(i). The Government anticipates the award of a Firm-Fixed-Price purchase order. This procurement is for Black Out Lights that have been specifically designed for installation in the shelters used by the US Marine Corps for the HIMARS program. The US Marine Corps has provisioned these Black Out Lights as part of the HIMARS shelter and has used Oxley Inc as the source for these lights. The Black Out Lights in this procurement are the same lights as originally procured, provisioned and designed for the currently fielded HIMARS systems and what is called out in the Technical Drawing Package. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-1. Interested firms may identify their interest and capability to respond to the requirement (refer to attachments). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
