Naval Information Warfare Center (NIWC) Atlantic intends to award a sole source contract to BAE Systems Information And Electronic Systems Integration Inc. 10920 Technology Place, San Diego, CA 92127-1874 for Socet GXP Geoanalysis Bundle UE. BAE Systems being the OEM has the design rights and is the only vendor that has the exclusive knowledge and experience with manufacturing. This software is specifically selected for the Intel analysts to do their training to use in their operational duty. Any deviation of this software will reduce the functionality of their role at the sites and provide delays in reporting flight products to the commanders for tactical operational decisions. See attached documents. This is not a request for competitive quotes; however, all quotes received in writing within the request for quote due date of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Quotes are due by 2:00 p.m. Eastern Standard Time on Friday, 8 May 2020. The Government will accept proposals via email at: brianna.durtschi@navy.mil. This action is conducted under FAR Part 13. The applicable North American Industry Classification Systems (NAICS) is 334111. All responding vendors must be registered in the System for Award Management (SAM) prior to submitting invoices for payment. Information to register can be found at www.sam.gov.
