To ensure tha... Naval Information Warfare Center (NIWC) Atlantic intends to award a sole source contract to Empower RF Systems, Inc. 316 W. Florence Ave, Inglewood, CA, 90301-1104 for amplifier repairs. To ensure that the amplifiers are returned in to their factory operation, only the OEM, Empower RF Systems, Inc., can repair the units to their original condition. If any other company were to complete the repairs, it would create the risk that they would not restore them to the correct condition to be compatible with the system since they do not have the proprietary rights that Empower RF Systems, Inc., possess. If the government were not to use the OEM, it would cause the government lost time and additional costs, when other companies are unable to repair the amplifiers. SEE ATTACHED REQUIREMENT AND SOLE SOURCE. This is not a request for competitive quotes; however, all quotes received in writing within ten days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Quotes are due by 2:00 p.m. Eastern Standard Time on Friday, March 27, 2020. The Government will accept proposals via email at: brianna.durtschi@navy.mil. This action is conducted under FAR Part 13. State any applicable shipping charges for FOB Destination and/or FOB Origin. Please state your payment terms. The applicable North American Industry Classification Systems (NAICS) is 334220. All responding vendors must be registered in the System for Award Management (SAM) prior to submitting invoices for payment. Information to register can be found at www.sam.gov.
