This synopsis is hereby issued in accordance with FAR Part 5.203. The purpose of this synopsis is to announce Space and Naval Warfare Systems Center Atlantic's (SSC Atlantic) intent to solicit, negotiate, and award a Firm-Fixed-Price (FFP) Indefinite- Delivery Indefinite-Quantity (IDIQ) type contract on a sole-source basis to R F Products, Inc. (Cage: 58022) located at 1500 Davis Street, Camden, NJ 08103-3003. The requirement is to provide new Ultra-High Frequency (UHF) Antenna Couplers and Control Power Supplies (CPS) to support new-construction deliveries on various Naval and Coast Guard platforms. RF Products will be responsible for providing new couplers and CPSs for new construction ships used by the US Navy, USCG and MSC. The end items of this procurement shall consist of approximately 114 OA-9277A UHF Couplers and 17 CPSs over a four (4) year period. This equipment is presently fielded on US Coast Guard, and US Navy ships so this procurement will ensure the approved configuration is maintained on future hulls. The Government anticipates the resultant contract will be for a four (4) year ordering period comprised of one (1) base year & three (3) one-year options beginning on/about 30 September 2019. The applicable NAICS Code is 334220 and the business size standard is 1,250 employees. The applicable Federal Supply Code is 5985, Antennas, Waveguides, and Related Equipment. The Government intends to negotiate solely with R F Products, Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. All written responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
