The Naval Information Warfare Center (NIWC Atlantic), Code 22130, intends to award a firm fixed price purchase order on a sole source basis to Enterprise Management Solutions, LLC (EMS, LLC), 24796 Forest Knoll Lane, Lake Forest, CA 92630 for the items listed below (also see attachment), under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This action will be conducted under FAR Part 12 and FAR Part 13. EMS, LLC is the Original Equipment Manufacturer (OEM) of requested material. The OEM has full capabilities to successfully manage the requirements of the contract, enabling through-life support of the equipment. Only the current OEM possesses the expertise and knowledge of the design and configuration. No substitute or no alternates will be considered nor accepted for this request. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. No electronic or hard copy Request For Quote (RFQ) will be prepared or made available for distribution.
