Naval Information Warfare Systems Command (NAVWARSYSCOM) Atlantic intends to award a sole-source contract to Phoenix Integration, 1715 Pratt Drive, Suite 2000, Blacksburg, VA 24060 to provide ModelCenter Software and Training. This software was previously used for the first round of this Naval Innovative Science and Engineering (NISE) project and additional ModelCenter software and training is needed to complete the project. Choosing any other software would produce significant labor and time loss to get back to this point of stability. ModelCentcr Software was the only software that offered the integration capabilities for the NISE project. The authority for soliciting from a single source is FAR 13.106(b)(1). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
