Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to GL Communications, Inc., 818 West Diamond Avenue 3rd Floor, Gaithersburg, MD 20878 to procure the following end-to-end automated voice quality system which supports the Push to Talk (PTT) feature without user actions: 1.) Part Number: VQT010; Vquad Software; QTY: 1 2.) Part Number: VQT251; Dual UTA HD Hardware; QTY: 3 3.) Part Number: VQT446; Dual UTA HD Custom PTT Audio Cable for Dual UTA HD (VQT251 and VQT241); QTY: 6 4.) Part Number: VQT002; Voice Quality Testing- PESQ; QTY: 1 5.) Part Number: VQT040; Central Database with WebViewer; QTY: 1 This automated system is a requirement to equally, fairly or objectively evaluate audio capabilities across multiple industry tactical radio systems. Without this system, audio characterizations will require inefficient test approaches which will increase voice analysis subjectivity. This product is a notable testing requirement for Acquisition Decision testing efforts of NIWC Atlantic (formerly SPAWARSYSCEN Atlantic)'s Software Defined Radio Solutions (SDRS) Integrated Product Team (IPT). GL Communications Inc. is the only manufacturer and seller of this equipment. The authority for soliciting from a single source is FAR 13.106-1(b)(1)(i). The Government anticipates the award of a Firm-Fixed-Price purchase order. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
